I'm planning to start a small business (3 shareholders) involving income from Chinese in China?

paid to Chinese in China as well as to Americans in USA...not sure if I should set up an American or Chinese company, or have one as a branch of the other, and if so, which? Mainly wanting to pay as little tax as possible...the company has to do with education.
