Frenulum breve question only uncut men answer?

So frenulum breve is where your frenulum is tight when you retract the foreskin and it makes the head point down a little because it is pulling it. Here is my question. When fully erect I can retract mine with ease (probably even no handed) but if I retract and just keep pulling the skin back way back it eventually makes the the head point a little down. Because if I keep pulling back I notice that the frenulum has slightly more tension than the surrounding skin. Is that breve or just pulling the skin way to far back.
