Help! Any loop holes to get ins to cover a gestational surrogacy if I have a complex congenitalheart condition

I am 29yo and have a very complex congenital heart condition that would prevent me from carrying a child. My sister has offered to be a surrogate for my husband and I (gestational surrogacy) but it is not covered by my health insurance (BCBS of MA) and suggestions or loop-holes I really want a baby but we just don't have the $25,000+ to pay for IVF and the transfer. Help!!
